The committee of secretaries (CoS), which has been formed last month,
had met to solve the issues impacting the power sector, mainly the
shortage of coal and gas. According to the committee’s proposals, Coal
India will be penalised if its manufacturing declines below 80% of the
full quantity of the letter of allocation.
The committee also recommended to incentivise the state-owned Coal India if its production jumps above 90% of the overall allocated level. This has been the first meeting of the committee which was established by Prime Minister Dr Manmohan Singh after his meeting with the heads of top power producing firms.
Apart from Pulok Chatterji, secretaries from the departments of power, coal, petroleum, expenditure, commerce, steel, environment and forest are also part of the committee.
Prominent industrialists, such as Tata Sons Chairman Ratan Tata, Reliance Group chairman Anil Ambani, Tata group vice chairman Cyrus Mistry, Jindal Steel and Power’s Naveen Jindal, Essar Group’s Prashant Ruia, GMR’s G.M. Rao, Gautam Adani of the Adani Group and Lanco Infratech’s Madhusudan Rao, had been present in the meeting with the prime minister that took place on January 18.
